Moderator's Rules for Town Meeting, 13 March 2024
•Speakers will address ONLY the Moderator, not each other, and will wait to be recognized by the Moderator. (RSA 40:7)
•Speakers must be registered voters of Campton or hold positions for the town of Campton. -VOTE-
•Participants will speak at the mic or be provided with a mic if s/he is unable to move to a mic.
•Speaker will state his/her name for the record and the street lived on before expressing opinions.
•Speakers will be courteous. Speakers will keep on topic. Speakers will not be insulting or use profanity.
•Unruly and/or uncivil participants will be warned to cease their behavior. A second instance will result in a recess of the meeting. A third instance will result in police escort out of the building. (NH RSA 40:8-9)
•Speakers will constrain their comments to no longer than 2 minutes. The exception to this will be the initial presentation of the Article by the person who makes the motion.
•Participants will be allowed to speak up to 2 times per Article, or by permission of the Moderator.
•Debate will not be closed prematurely. The Moderator will allow all registered voters standing in line to speak before debate on an Article is closed. It isn’t necessary to speak if someone else has already addressed your point.
•Any proposed Amendment to a specific Article must be presented to the Moderator in writing BEFOREa vote is taken on that Article. Speakers may go to a mic and state that they have an amendment.
•Any proposed Amendment must be presented before the individual proposing the Amendment gives his/her opinion about the related Article.
•Any Amendment must be germane to the original Article as written in the Warrant.
•Participants will raise their cards while voting; a hand count or “Division of the House” will occur if there is doubt.
•The Moderator will conduct a secret yes/no ballot whenever 5 registered voters make a written request prior to a voice vote or division vote. Voters requesting a secret ballot vote must be present at the meeting when the subject is discussed and brought to a vote. The Moderator reserves the authority to delay the acceptance of a secret ballot request for a subject until introduction of the subject is imminent. (RSA 40:4-A)
